The MS4 Permit requires towns to pass legal authority to require that contractors, developers, and construction site operators maintain consistency with the CT Guidelines for Soil Erosion and Sediment Control. The Guidelines were published by DEEP in 2002 and amended in 2011 to provide for Low Impact Development practices.
